Kumamoto University’s Correspondence to the Outbreak of the COVID-19(Third Protocol)

The outbreak of COVID-19 in Hubei Province as well as in Zhejiang Province has been reported
in the People’s Republic of China, and the infection has been rapidly spreading not only inside
of the country but also to the other part of the world. In response to the Public Health
Emergency of International Concern declared by World Health Organization, at Kumamoto
University, all faculty members, professors, and students are requested to do as follows in
order to control/prevent the virus transmission;
– Keep calm and do not over react
– Cover your mouth with your sleeve when cough and wear a mask at all times
– Wash your hands frequently

1. Correspondence of Faculty Members and Students
Please do not travel to any part of Hubei Province (including both personal and business
trips,) also, please avoid taking non-emergency and/or unnecessary trips to the other
provinces or the autonomous regions of the People’s Republic of China (as at February 6,
2020 in response to Overseas Safety Information published by Ministry of Foreign Affairs of
Japan.)
When you plan any trips abroad, please ensure to check and pay attention to the most up-todate
information by accessing the following links;

In addition to above, please ensure to notify of your trip to the General Affairs Division
officer (in case of a Faculty member) or the Educational Affairs Division officers at your
faculty/school (in case of a student) prior to the trip.
Everyone who returns from any part of the People’s Republic of China must have a 14-day
leave from work or study/research and remain at home during this period. If a high-fever
(more than 37.5℃/99.5℉) as well as respiratory symptoms appear during this 14-day period,
avoid having contacts with others, ensure to wear a mask at all times, and take the following
steps;

has had a contact with Hubei Province and/or Zhejiang Province residents]
It will be your duty to immediately consult with the “Help Line” at any Public Health Centre
locations shown blow. Then visit a medical institute with a referral of the Help Line. During
your visit to the medical institute, please notify of your trip history to Hubei Province and/or
Zhejiang Province or your possibility of having contacts with Hubei Province and/or
Zhejiang Province residents.

Zhejiang Province residents]
See a physician at any medical clinic promptly.
In both cases, please report to KU Health Centre at 096-342-2164 not only before and after
your visitation at a medical clinic but also the diagnosis/the examination result.

2. Establishing the Crisis Management Headquarters for COVID-19
For the prevention and the controlling the spread of virus infection/transmission, KU has
established the Crisis Management Headquarter.
Any decisions to be made by the Crisis Management Headquarter will be notified via e-mails
or posted on University Portal.
To accommodate to the constantly-changing situation, the Headquarter will monitor the
following “3. Assumable Future Events” contents closely, make appropriate decisions to each
equivalent situation, and inform all staff members and students regarding the future
countermeasure; therefore, please beware of any new information to be released.

3. Assumable Future Events
① “Restriction on People Migration” issued by WHO (Public Health Emergency of
International Concern declared on January 30, 2020)
② A confirmed case or a suspected case found among the University staff members and
students (including their co-living family members)
③ A suspected case of a secondary transmission/infection originated by a University staff
member

4. KU’s Correspondence to the Above Events
① Restriction of business trips both inside of Japan and aboard
② and ③ Closure of classes and/or Closure of University
